Optiplex 745 needs to "warm-up"?

Hey all,

So recently, my Optiplex 745 has been acting a little funny. The first time I boot it up, it doesn't show a POST of any sort and gives me a 3-4 diagnostic code. Referencing to Dell's manuals tells me that I have a RAM issue. I've run a memtest86 to find nothing wrong. However, if I turn it off and on a couple more times or just wait a little longer with its 3-4 lights, it'll eventually boot up fully. It's like it needs to "warm-up" or something. I'm thinking that perhaps its a power supply issue but it does end up coming up all the way. I'll list my specs below.

Optiplex 745 factory specs (I've got a desktop model; anything I don't mention special are in here)

HIS Radeon HD 6670 specs (I had the infamous Optiplex 745 dedicated card go out on me too)
AMD's specifications on this

C-Media CMI8738 Surround Sound card (couldn't find many specs at all)

NOTE: I did put in a 500gb hard drive (Seagate) in, replacing the stock 250gb hdd but this issue arose before I installed this.
 
It's a custom form factor power supply unit so you will have to replace it with one that has the same L-shape and physical dimensions.

Another option is to have the existing power supply unit re-capped (i.e. electrolytic capacitors replaced) with higher quality ones.

I had a similar problem. I reseated all the memory modules and things seem back to normal. I had been getting intermittent behavior as you described after going inside and checking out various plugs on the MB. I did not purposely do anything with the RAM, but may have disturbed the board somehow. Optiplex 745 MT with 3 Gb RAM, Pentium D.
