Monitor problem ?

I tried to turn off i had a "no video input" message . I tried another monitor , other VGA cable , removed RAM and put it back but not working .
Asked a friend that knows pc better than me said it was motherboard problem . Can anyone give me any ideas

A reboot like that isn't likely to cause devastating problems like completely disabling a component (but it totally can if you're unlucky). You haven't mentioned if you have a discrete GPU, but if you do I'd suspect that first. Then it could probably be your MOBO assuming everything you said you've tried has been done.

I don't have a discrete GPU but i tried with a discrete one too ... still the same problem
If it's motherboard can I replace or repair it and would it cost a lot of money?

You can find prices of all ranges. Check the socket of your CPU first and then match with a corresponding motherboard.

And next time, try using some sort of voltage regulator or UPS if you don't have one already.

You can try plugging the monitor into the different ports of the gpu card. You could even try the onboard video port if your mobo has one. Reseating the gpu wouldn't hurt but I don't think it'll solve your problem.

Another option is to reset your BIOS by pulling the CMOS battery or use the jumper pins to do so.

I tried to reset BIOS pulling the battery but didn't helped . I don't have a cable to try a different port , but i'll find one . Mobo doesn't have a video port :(
