Which component should I upgrade.

About a year ago I got my first gaming PC. At the time I had a very low budget so my PC isn't very future proof. So recently I've starting playing the Battlefield 4 beta and it's unplayable on Ultra and just bearable on High and this got me thinking about being able to play next gen games. My current GPU is a AMD Radeon HD 7770 and my CPU is a AMD FX 4100, I know it isn't a very good CPU, so my question is should I just upgrade my CPU and leave my GPU the same or does it need to be swapped out as well? I would like to be able to play Next-Gen games on highest settings.

well for bf4 u will need to upgrade both for best fps, but at the moment u should be able to play just fine, but u can get a fx 6300 for $110 which is a good upgrade for multi core games like bf3 and bf4, and get a gpu like a 760 or 7970 both around $250-300 and will max out all games out now and bf4 beta and means u dont need a new board. The price of amds 7xxx series have come down alot and when the R9 R7 cards come out nvidias should lower a little so could go cpu now and gpu later, but would probably gain most in a gpu upgrade now and overclock ur 4100 if u feel safe doing it and ur board can do it.

Both your GPU and CPU won't be doing that great in BF4. The first thing I'd do is get a new CPU. Get something like the i5 4570. For ultra you'd want a better GPU too, but regardless you'd need a new CPU for smooth gameplay.

But upgrading either one will help. But make sure that your PSU can handle it first, as most "low budget" PCs don't have sufficient power.
