My question is, how big will the FPS increase be and could I play more games on ultra/high? I am going for the Powercolor 7950 3GB that is $209.99 right now

Depending on your CPU, you can be bottlenecked and not use it to its full potential. If you have a capable enough CPU, then you will max out any games that are out today at 1080p. And probably high settings on upcoming games.

My CPU is an i5-3570k, I don't think that will bottleneck the 7950. However I am also going to purchase a new PSU

Nope, that will not at all. As I've said, you'll max out any game you throw at it today. I would wait for the release of the new AMD cards, though. The least you'd get is a price drop. Take a look at the R9 270X or the R9280X once they're out.

600W-700W should be more than enough.

A good 500W-550W PSU is sufficient for a HD7950. You should see a nice improvement going to that from a GTX650Ti.

What is your current PSU rated for? The 7950 is pretty good on power, pretty good chance if it can run a 650ti that it will support the 7950 just fine unless you were right at the edge of the PSU before. A 450w would power that system without a hitch as long as it is a single 12v rail. You absolutely will not see any bottlenecking with a 3570k.

The 7950 is a great GPU and although it wont make that much of a difference against a 660ti, personally I would wait and save up some more money and get something like a gtx 670/680 / or hd 7970/7990

I still think the 7950 is a pretty good deal at its current price, especially since it comes with 3 free games
