PC will not boot on new or old power supply

We have a Compaq desktop that is a few years old and until recently ran fine. Then it started turning off randomly with no reasons whatsoever. The PC would not turn on for hours/days and would only finally do so after unplugging and replugging the power hundreds of times.
We replaced the power supply and that seemed to fix the problem almost instantly. The no booting issue happened once but only once.
Now the unit will not boot, and every time the power button is pressed the fans will spin up perfectly but the computer will not boot nor will the green light on the front switch light up. It also makes five consecutive noises like something is trying to start but ultimately fails to do so. Power down causes nothing to happen or the fans to spin highly.
We have tried plugging into the wall, power cycling by holding down the power switch, replacing the old power supply, all to no avail.

Thanks, I tried the correct C032 battery replacement and the exact same thing happens. What bugs me is that before the PC would work fine and in fact went faster than it had in months--it just took several attempts to start.
Now it's completely dead yet everything still runs as it were operating normally.
