How much more money would i save if i run a 600 watt pc over a 700 watt pc in about 3 years?
I know nobody knows the exact number but a estimate would be very helpful.

no change in your bill. you could have a 3000w power supply and your bill wont chnage. it depends on the load that on the power supply. take two pc one with 200w load the other 300w. the 300w load unit going to use 100w more per month.

If they both draw the same amount of power at the AC wall outlet then there is no savings whatsoever.

The one that draws less power (i.e. the one that is more efficient at the system's power draw level) at the AC wall outlet will cost less to run. The amount you save will depend on how much your electricity rate is.

It depends on the efficiency of the power supplies. If they are running the same components and are the same make and model, but are just different wattages, there would be no difference in cost.
