[strike]I just built a new computer. This is the first computer I've built from scratch. I keep getting lagging/hanging going on. Sometimes it's not so bad, and then it comes back. It started after I tried running a dual screen setup using zoneos. Bad idea, apparently, because it was really bad right then. But after I shut the whole thing down, it never got completely back to where it was during the first hour I started the computer.

I'm desperate because I've checked everything and I can't figure out what's wrong. The temperature of everything seems to check out well, despite me putting way too much thermal paste between my CPU cooler and my CPU...I have 8GB of RAM, an i7 Intel Processor, a pretty good graphics card. I've checked the drivers on the CPU and video card. I've ran dskchk without it coming up with anything, and resource monitor doesn't show me anything unusual.[/strike]

Haha, so guess what it was. Mouse lag! I moved my wireless receiver to the front of my PC and the problem was solved.

run virus scan and malwarebyte scan to rule out a virus from a bad download.
on the motherboard make sure the newest bios is on it. on intel mb with ipgpu make sure under primany display set to peg or pci not ipgpu. if your using the onboard ipgpu make sure you download the newest intel chipset drivers for the mb and the intel video driver. in the bios make sure the mb set to stok speed and your ram set to xmp profile. run memtest 86 to test your ram and hdtune for the hard drive. if your using an ssd as a boot drive check that the firmware up todate. post your power supply info ...may be a weak power supply.

Ran Spybot S&D. Nothing found. Haven't really had a chance to do too much downloading yet... Motherboard is a Biostar TPOWER X79 ATX LGA2011 Motherboard and I have BIOS version 4.6.5...I am not really sure whether it's the latest or not, it only says that is the "initial" version on their website, but they don't display a "latest" at least not clearly enough that I can tell that it is.

My power supply is 750W. I'm pretty confident that it is enough. I'm a bit confused about the other stuff you mentioned. I'm going to restart my computer and see if I can figure it out.
