Solution:
This phrase relates to the fact that power supply units (PSU) only have to pull as much wattage as your components (CPU, GPU, RAM, ect.) use for your system as a whole. This means if you have a 500 watt power supply, and your system only pulls 270 watts, then you will only use about 280 watts total (usually somewhere close to what your system uses).
