GPU BIOS Problem.

As the image above shows, my current GPU BIOS is limited to 73% Fan speed.

How would I save my new BIOS to my GPU? Will it require to flash my GPU's BIOS?
Is there a safer way to "fix" this?

Yes, take your video card back to where you bought it and ask for a replacement. LOL

I downloaded a bios update of Palit GTX 660. The maximum fan speed of that update is also 73%.
Could it be possible that all palit gtx 660's are set this way?

Sounds like it, haven't used one, have you tried emailing Palit?

They should be able to confirm if it's a BIOS problem or that's just the stock setting for it and they have placed a limit on it
