Noob Upgrade advice

Hi,

I am a bit of a novice when it comes to computers. I have a Dell Inspiron and I'd like to upgrade the graphics card. I'm not a huge gamer but any improvement on my current setup would be welcome. Oh, and my wife is hoping our PC can run the Sims 4 when it comes out!

Current build:

Dell Inspiron 580
i5-650 3.2 GHz 2 core processor
8gb RAM
GeForce 220 GPU (terrible I know)
350W PSU (why do they sell PCs with such weak PSUs?)
WLAN card in PCIex1
1TB HHD
Windows 7

Upgrade budget $200 - $300

Presumably to get a better card I'll also need to upgrade the PSU.

Some Noob questions:

1. I presume switching out the power supply is as simple as making note of where the connections are, unsrewing and disconnecting the old PSU, and then plugging in the new PSU in the same manner. Anything I need to be aware of?

2. If I get a better GPU, do I have be concerned about heat circulation in my Dell Inspiron case?

I really appreciate people who offer advice to complete strangers online. The PC hardware community seems especially helpful.
