The GeForce GTX 760 has a 30A and a 500W PSU minimum, a 500 watt cooler master power supply will operate a Nvidia Gefore 760 as long as it has above 30amps on the 12v rail, which it should depending on your model.

It looks like you'll be fine. Your PSU meets the minimum 500W power requirement and has a total of 36A on the +12v rails.

Sorry for late reply, that power supply will do perfectly fine for the system, if you consider doing SLI later you will need a 700 watt power supply, possibly higher for specific graphic cards.

What about the RS-550-PCAR-E3
I have this one and I believe it has 2 12v 16 amp rails. Will that power a gtx 760? What about the 660?

I would not use that psu with a gtx 760.

Here's a review about that specific psu: http://www.hardwaresecrets.com/article/969

For the gtx 660, that psu is good enough. I would still be a little wary about using that psu though. It is a low-end psu and was discontinued.
