External Hard drive speed

Hi,

I've got a USB 2.0 harddrive, pulling data is quite slow. About 3MB/sec.
I'm thining it's plugged into a USB 1.1 port. I know this computer has USB 2.0 because I see the enhanced host controller in the device menu. How would I know if I've plugged it into a USB 1.1 port or a USB 2.0 port?

Also could the write caching and safe removal choices make a large difference?

Isn't is possible that even with USB 2 the wrong drivers could be installed? I was hoping there would be a flag or setting I could see that would indicate at what protocol the device has connected. Similar to how you can tell the speed of your network...10, 100, 1000, half duplect full duplex, just in USB terms
