No display HD 7970 install

I've just purchased a new Gigabyte HD 7979 GPU for my PC. When installing it I'm not getting any displays from any ports. When putting the old card back in, display is fine. I've tried seating it multiple times, ensured all plugs were in, and rotated the memory around.

PC Specs:
MB- M3970AM-HP
CPU- AMD FX-6100
PSU- Apevia 680W
Old GPU- Nvidea 650
New GPU- AMD HD 7970

It could be a DOA card but it could also be that cheap PSU cant power then card. The 7970 requires alot more power than the 650 and the cheap power supplies like apevia don't even come close to hitting their rated wattage, apevia wont even advertise the max wattage on the 12v rail. In this list its a tier 5 unit and is suggested to replace ASAP if you are using one.

If possible test the card in another system with a better power supply. Even if it is a DOA card I would still highly suggest replacing the ticking time bomb that is your current power supply. Get a 550w or larger psu from top 2 tiers or a 600w or larger from tier 3. Don't get anything from tiers 4 and 5.

I would suggest you try in another rig, but exist 90% possibilities that your GPU arrived DOA.
