My guess, since the manufacture website doesn't say it, and you're getting down clocked that extremely, The Motherboard doesn't support 125w CPUs which is common with AM3+ mATX AMD motherboards. Or you could have bent a pin on your CPU.

Most likely, it's the motherboard.
 
Or your temps are high.
What are your FULL specs?

Wish people would learn to stop cheaping out on the mobo, the 970 chipset barely is good enough for the 8320/8350, the 760 chipset is much much worse.

Please stop spreading FUD, the 970 and 760 chipsets are fine for 8320/8350 as long as the motherboard officially supports those CPUs and (for the 760 chipset only) as long as you don't overclock. The situation here is that the OP selected a motherboard that officially does not support the 8350. Please read the motherboard CPU support page before buying a CPU.

Correct, and as is clearly shown, the 8350 does not appear in the list of supported CPUs. It would be inadvisable to try to help the OP run an unsupported CPU on this motherboard. He could fry the motherboard any moment and would void any warranty coverage for the motherboard and probably the CPU as well.

So what would be a good mobo to switch to? And if I switch out mobos does that mess with any of the drivers I've installed or the Windows OS?

There are 760 chipsets that support the FX8350 processor, however, the motherboard you have does not. This is a motherboard specific issue, not a chipset issue. For example, the Asus M5A78L-M LX Plus motherboard has a 760 chipset and supports the FX8350 processor (https://www.asus.com/Motherboards/M5A78LM_LX_PLUS/#support). I wouldn't try overclocking on any 760 chipset board though.

Thanks for your help guys I really appreciate it. It just sucks because this is my first build and I thought it would because the board was a AM3+. Plus I'm only 15 and 75 bucks is a lot. Thanks again though.

OFFICIAL response by MSI. 970 chipset is NOT meant for 8-core CPUs.

And its obvious WHY.

Imagine adding a MASSIVE turbo to a 1000cc motor. It works, but good luck in keeping it running.
