Low FPS Problems

I'm having problems in games like WoW and Skyrim and Metro with getting good or steady FPS. Metro isn't that bad for diping down, Skyrim will go into the 40s and WoW gets unplayable in the 20s and 10s.

All the games are on max settings too and Skyrim of course has graphic mods. The game that bothers me the most though is WoW.

And when the FPS dips happen they stay low. It's not like a fast dip and recovery. it will stay at those low FPS until i move to move on to a different area or something.

PC Specs
CPU: AMD FX-6350 (OC to 4.2)
Motherboard: AsRock 990FX Extreme4
GPU: 2 Zotac GTX 670s 4GB Editions
Ram: 8GB (2 x 4GB) G.Skill Sniper Series @ 1866
Sound Card: HT Omega Claro II
PSU: Cooler Master V850
HDD: Seagate Barracuda 7200.12 750GB
Monitor Resolution: 1360x768

And I've notice in Skyrim when my FPS dip my CPU usuage peaks at 40% but wont go higher. And in WoW it doesn't really peak but it just stays in the 30%s

Also I always have these programs running, AVG, NVIDIA Geforce Experience, MSI Afterburner, Fraps, Hardware Info 64, Oxygen HD(Sound Card Configuration), Logitec Gaming Software, And a lot of times Skype too if I'm on WoW.

Large environments with many other players on the screen could be a bigger CPU load that you'd expect. Your CPU is great for gaming in general, but this might be one of those rare scenarios where only the highest end CPUs can handle the workload spike. Or I could be wrong, because I don't play WoW. Ask around on the WoW forums and see what settings other players are running with what hardware, that's a pretty straightforward way to determine if something is wrong with your system.

Considering the fack that im not going past 40% cpu usuage and still have 4 cores left to go. I dont think that is the problem for one. And for two, I use those apps to help me monitor my stats on my logitec lcd screen.
