need help with water cooling

I need suggestions for either a closed loop water cooler or should I go custom. I have a $150 budget. Im going for at least 4.8 ghz.

Not even close, A good radiator for custom loops runs 70 bucks where a closed loop runs for 110. You need a pump tubing rads and fans which will all add up to much more than a closed loop. If you want the best performance custom loop, but for 150 you really should get something like the H100i with some good fans. Over that, you can get the rad and a waterblock nothing else.
