My motherboard is the Asus P8H61M LX3 R2.0
http://www.asus.com/au/Motherboards/P8H61M_LX3_R20/#specifications

In the specifications, it says "VIA VT1708S 8-Channel High Definition Audio CODEC
- Supports : Multi-streaming"
Does that mean if I plug my stereo headset in, my headset would have 7.1 digital surround?

I also have a Powercolor 7850 2GB

Does my GPU have good audio?

Last question:
What's a good USB sound card? A cheap one and should work with the Razer Electra.

I was going to get the Logitech G430 but some complain about some audio and mic problem.
I also looked at the G230 but it doesn't allow cable replacements and I don't like Red, I prefer green.

Solution
1) You need a 7.1 channel headset for 7.1 channel sound. If your headset is stereo only, then you won't be hearing 7.1 channel sound. The Razer Electra is stereo AND the motherboard does not output 7.1 analog channels or have any pseudo surround modes in the drivers, so that takes care of that. :)

2) The GPU should sound fine, but you cannot connect it to your headset as you need analog outputs to do that - not digital!

3) Try the headset with the onboard analog outputs and see how you like the sound before you start looking into buying a discrete soundcard.

For adding some fun to this post I took the time to rewrite part of it in the "Nuck Chorris" style:
