GPU not recognized after Shut Down, need help

Hi everyone,

just as background knowledge, i just built a pc from old parts i had lying around. (skip to the end for the *main point*)

Gigabyte P35-S3L m\b
Intel C2D 2.33GHz
2GB DDR2

i was missing a GPU so i picked up a 2nd hand 8400GS 512mb for like 14$.
i have another desktop with a 6600gt in it and since its only for office work\movies i decided to put the 8400gs in it (because of the purevideo 2) and the 6600gt in the pc i just rebuilt.

i installed windows vista on the machine i built. i am going to be giving it away and i had an original vista lying around not in use. i installed all the updates and everything was fine.

then i started up the office pc with the 8400gs and it did not work. (i tested it before hand in the pc i just built and it worked).

i tried a few things but eventually resorted to putting the 8400 in the pc i built and the 6600gt back in the pc it came from.

not sure if this next step was necessary but i did a system restore to remove hte 6600gt drivers from the vista machine since it was the last thing i did.

i fired it up with the 8400 and it worked, i installed its drivers restarted and everything was fine.

*MAIN POINT*

When the computer is Shut Down, it starts up again in 800X600 and the gpu is not recognized (yellow ! sign in device manager).
with out changing anything, if i choose restart and let it do so. it boots up again in full resolution and the GPU is detected.
but each time the computer is Shut Down and back up the same process happens.

would appreciate any help\tips.
