specs=e5700 3ghz
2 gb ram,unknown 350 watt psu without 6 pin,geforce 210 ,monitor-dell e1709w d-sub interface,motheroard=dg41wv pcie 1.1x16
will gainward gtx 650 work with my pc?

I see several warning signs indicating that iball psu is probably a bad power supply:
1. The brand isn't listed on the Eggxpert Tiered Power Supply List (http://www.eggxpert.com/forums/thread/323050.aspx).
2. It looks like it has a manual switch for choosing 120V or 240V input.
3. 500W is given as the peak output, I don't see a specification of the sustained output.
4. I don't see listings of the amps available on each rail.
5. I don't find a manufacturer website for it.
6. It only has one pci-e power connector (a good 500W psu would normally have at least two, I think)
7. No mention of protections (OCP, OVP, etc.)

Your current PSU doesn't meet the requirements for run that GTX 650, you need a good PSU and that brand is a low cost PSU.

Basically it is a local brand cheap PSU. Your system will run fine without the GPU but the GTX650 will draw 64W more making it a bad option.
U should probably mention ur budget to get a proper suggestion on the PSU.
The lowest priced PSU i can suggest is Corsair CX430

One of my office colleagues bought an upper midrange card and used the PSU that came with the cabinet. The brand was VIP. After a few days he told me that PSU blew. He went to a shop and the shopkeeper gave him same brand PSU with 100W more power. That PSU also blew.

So don't take chances with the PSU, buy the one that i mentioned. Also why u mentioned about overclocking? Was it the 7th point that MauveCloud mentioned "No mention of protections (OCP, OVP, etc.)"
OCP means over current protection
OVP means over voltage protection

That PSU WILL NEVER WORK with that GPU, if you want go ahead and buy it, go, but after don't come back here asking for a solution when your PSU blow up and damage your GPU.

The 1st model, CX430 is the only one that can works with that GPU.

ARE YOU 101% SURE?

No not so sure cause I don't know the amperage on 12v rail, so it may work or may not.

You can go with Corsair CX430W or CX500W with a little more cash, and will work for sure.
