AMD 7990 only running both GPU's at 38-50% in BF4

My system specs are
Intel Core i5 3570K @ 4.4Ghz
MSI AMD 7990 @ 1000Mhz
8GB Corsair Vengence
Gigabyte Z77 D3H
Corsair GS800W V2
Corsair H100i

I think my system spec are decent but why does it run BF4 Beta at only 30-45FPS at Ultra and both GPU's are running only at 38-50%.
In BF3 it only runs from 90-120FPS. but the GPU's are jumping from 60-90% constantly the never stay stable
In Unigine Heaven Benchmark 4.0 rendering at ultra on 1080p 8xAA Ultra quality and Extreme Tessellation and got a score of 1668
By the way im using Catalyst 13.10 Beta2 all the test where done in a 1080p monitor

That's a sure sign of a CPU bottleneck. Check your CPU usage, if its pegged at 85% or more for long durations, your CPU can't process and send stuff to the GPUs fast enough.

normally i'd agree wholehartedly, bf4 beta is just chuffing weird in its utilisations though

erm... how did you get both gpus to work at the same time??? my second one is never under load!
