Very low FPS on GTA EFLC since settings changes in Catalyst

Hello !

First, please excuse my english for it's not my mother tongue.

I recently tried to change settings in Catalyst control center in order to resolve some stuttering problem in EFLC, which seemed more annoying then than it seems now.

Problem is, after this the game would have very (very!) slow FPS (range from 7 to 10), and a delay between an order of action (whether it is from the keyboard or the mouse) and its happening, which are to me the same problem. This delay even happens in the game menu, but not before I launch a saved game, opening credits and menu are fluid.
Of course I tried to put default settings back, nothing changed.

This not seems to be the infamous FPS drop due to video memory that happens after nearly 30 minutes ingame and caused my not-so-annoying stuttering, but much worse. The FPS is low from the beginning, just after loading a saved game.

CPU : Intel i5 3210M (quad core) 2.5 GHz
GPU : AMD Radeon HD 7600M, coupled with Intel HD 4000 when lower needs uses.

I tried to reinstall the game, wipe the drivers with driver sweeper and reinstall them. I set Vsync and clip captures off, lowered all the graphisms settings. I tried every commandline.txt tricks I saw on forums, even tried to window the game. And I tried activating and deactivating every option in Catalyst.
Of course the swichable graphics are set on high performance in Catalyst.

There I am, begging you for an answer, because this is the first time I feel the need to post a new thread. I usually am a good answers-in-forums and Google-relevant-keywords hunter, but I've got to admit that I found my limits.

The 7600m is really a series, 7610m to a 7690m. All of them is below a ati 6770 video card performance. NOT really a 'gaming card'. according to what resolution and detail levels you use, can change how the game plays.
Now if you set the intel 4000 as the main card for the game, there will be a MAJOR DECREASE in speed compared to the 7600 types.

Thank you, but I already know this, that's why I explained Catalyst settings for GTA are high performance, it means that the AMD card is used instead of the Intel one.
I am aware it is not a gaming card (for nowadays games, GTA EFLC is 4 years old) but I could run GTA with much better FPS than now with my computer, and even with my old one with a dual core and a Radeon 4670 if my memory is right.

Knowing that it ran well before, my computer specs can't be the source of the problem here.
