Bottlenecking GPU? Need Help!

My GPU is a 660 TI and my power supply is 500 watts, I think my power supply is bottlenecking my GPU?

Also my CPU is an AMD Phenom II x4 960T Black Edition
Is my CPU too low?
Any tips for overclocking?

it's really noticeable, BF4 lags so much on low, my friend with a 660 can run on high with no lag.

Running on low, auto sets it to Ultra, it lags on every setting.
 
Overclock and run Prime95 until it crashes, thats really about it. If you really dont want any issues amd cpu overdrive in catalyst control will do it for you. I used it and got mine to 4.1GHz its not as good as the BIOS, but it works nice. If it crashes its too hot, turn the OC down 100MHz.

it is really hard to nuke a CPU just make sure that you are cooling your CPU well enough because that is an extremely common mistake

My CPU is running at like 50 °C idling...
Isn't that a little high?

I tried overclocking to 3.3 but when I restarted my comp it didn't stay? o_O
