Any hope left for this video card?

So I recently brought my dead computer of 6 months back to life after replacing the PSU (Cooler Master Extreme Power Plus 550w) with one I got on special on Newegg. This computer is 4-5 years old by now and not exactly a powerhouse (see specs below), but it ran what I wanted it to decently enough. Prior to replacing the PSU, it would turn on for a few seconds, and then off and stay off. No POST, or video output at all. I had a cheap off-brand (Turbolink 420w) PSU in it before, and I'm surprised it lasted the 4 years of heavy use to be honest. (As a bit of an aside, shortly before the PSU and/or video card failed, I had started playing around with a dual monitor setup. I wonder if that expedited its downfall?)

When I had the PSU installed and all ready to go, I went to do a test boot and it would power cycle like before but it would continuously turn off AND on until I was forced to unplug it from the wall. Distraught, I did some research and stumbled upon a forum thread where one poster resolved that issue by removing his video card. I removed the card and lo and behold, I got a post beep and a successful boot (well actually, I first had to re-seat my damn CPU heatsink, stupid thing is finicky). So far it is running stable with nice, low temps. I am writing this post from said computer at this time.

Now onto the issue at hand: Now I know a Radeon 5450 is crappy and old and near-obsolete by today's standards, but I don't have a huge budget ($50 max) for a new card. I am hoping to save up around $470 for an entirely new build in the future but I would like this one to run decently enough to hold me over until then. I use this computer for some light-medium gaming (Fallout 3/New Vegas and WoW namely, although Skyrim would be a nice addition) as well as for schoolwork and general internet browsing.

Is the old 5450 beyond salvage at this point? I'm afraid to try it again in this computer and the only other one I can test it in is an even older XP media center desktop, lol. If so, what other cards of equal or more performance could I get for around $50 (if any, new or used)? I'm not going to bother trying my luck with the current onboard video for my games, I know it'll be horrendous.

Thank you guys in advance and sorry for the wall of text and overuse of parentheses lol.

Specs:
Intel Core 2 Duo E8400 @ 3.0GHz
4gb RAM
ATI Radeon 5450 HD
Cooler Master Extreme Power Plus 550w
(no idea what mobo)
Windows Vista 64-bit

You can get a new HD 5450 for $30 (-$15 rebate) but it's not going to run Skyrim properly. Not now, not ever. Save up until you have about $100 and then we'll talk. You'll be looking at an HD 7770 or HD 7790 by then and that WILL run Skyrim.
HD 5450 for $30 (-$15):

HD 7790 for $110 (-$20):

Don't bother with more than 512MB on the HD 5450, it doesn't have the horsepower to handle more than that. The HD 7790 is roughly on par with the old Radeon HD 4890 which was ATi's flagship gaming card before the HD 4870x2 was released.

if you can wait a few weeks look at the low end r cards from amd. if not look at the 640 and 7750 cards. myself I would by a good video card now and move it over when the new rig is built. in a few weeks the r7 250x should be cheaper then the 90 price that there starting out at. the 250x are replacing the 7790 cards. the 7790 are only slightly slower then a 7850 gpu.

Meh forget about Skyrim then, the custom build I'm planning on will handle that for sure but I need to save up a lot for that. I just need something... temporary, and I don't wanna drop an extra $100+ that I won't need in the new build I'm saving for which centers around the AMD a10-6800k Richland's integrated GPU which is quite powerful, more than enough for my needs. I might xfire it with a Radeon 7750 but I probably won't need it. Is there anything that will perform at or better than the 5450 I had previously for under $50? I've been looking at a used Radeon 6450 and 6850 (the 6850 is kinda iffy because it apparently causes artifacts in some situations http://www.ebay.com/itm/MSI-AMD-Radeon-HD-6850-1-GB-GDDR5-Working-but-Needs-Repair-/171142402090?pt=PCC_Video_TV_Cards&hash=item27d8e1d02a#rpdCntId) and they seem promising, though Newegg no longer carries them so new is not an option, but used is perfectly OK as long as it works IMO.

I suppose I could -maybe- get a Radeon 7750 for xfire but frankly, I don't see myself utilizing it enough to justify buying it. I just don't really play any "modern" games I guess, and I only need/want enough to scrape by with the older games I play (I decided to omit Skyrim from the list). I'm a college student so I'm definitely on a budget lol.
