if there a dr doctor built into a newer mb it post on your screen or on the led on the mb a failure code. if it just a standard mb it have fault led or with a motherboard speaker it beep out a beep code. these wont work if the power supply fails and there no power geting to the motherboard or if the mb fails in a way that it wont post. a lot of mom and pop repair stores use a bios post it card to see if there any life in a mb. a end user would have to pull the video card and or ram and see if there a post beep code failure.
