processor thermal trip

I turn on my desktop.The moment I push the power button my CPU beeps. After the MB logo is displayed I see an error message saying Processor thermal trip. Then the message goes an windows starts. How can my processor overheat when my Desktop was laying turned off for hours before I turned it on?
 
It doesn't take long for them to reach the thermal limit if the fan over the CPU isn't functioning, or functioning erratically. You also need to make sure there isn't a huge build of of dust in the fins of the heat sink over the CPU. I have also gone in and cleaned off the old thermal compound and reapplied new fresh stuff. That doesn't have to be done too often. I usually do it once a year.
