can i turn off users not to make shortcut keys

I am a administrator and would like to make all shortcuts for my users at there workstation that they use on a daily basis. Is there a way to shutoff the USER on making shortcuts after I have established the ones they need?
HELP!

Personally, though, I'd find that insanely restrictive. What if I, as a user, wanted to create a shortcut to an often used file?
