Interesting. I just cranked up my Win 7 instance, and that does look exactly like the Win 7 task manager.

Unfortunately, I do not know why yours is like that.
On your image, the last line in "Applications" reads:
"windows 8 64bit task manager - Windows 7 - Wi..."
with a google chrome favicon.

What does the rest of it read?

I think that maybe I had a window open in Chrome browser with that url.
In fact looking at my Chrome history it refers to this forum (Tom's hardware)
I do appreciate your efforts.

Eureka!!!!!!
I downloaded and used Tweaking.com windows repair and hey-presto I got my windows 8 task manager.
Thanks for all your suggestions. I hope this solution helps others with windows problems.
