Can play games on this monitor

The eye doesn't see a certain number of frames per second, the brain is much more complicated than that.

Whilst there is something to be said about the smoothness of a 120Hz monitor displaying 120Hz content for the most part 60Hz is still very good and the normal for refresh rates. 7ms is a little on the high size for gtg response times but may not even be noticeable. Finally that monitor is an IPS panel and therefore will have much higher colour accuracy and viewing angles than any 120Hz monitor.

60 Hz is about 30Hz more than your eye can see. 7 ms are a not that bad. Usually monitors have 5ms or some of them 2ms.You wont see much of a difference. Its like playing a online game and instead of having 70ms ping you will have 77,almost unnoticeable. Yes, obviously you can play games on this monitor.
