I've had this hard drive for a few years and it was always a little.... temperamental, but lately I can't get it to work at all.

No matter where it's plugged in (and I've tried using both different ports, cables that work with other devices and other computers) I get blue flashing lights and occasionally a quiet clicking sound, but the drive just won't spin up.

If I can get it to work just once more I can transfer my files to another drive and just be done with it, but until then I'm not really sure what to do

Solution
If the data is truly valuable send it out to a data recovery specialist. Do you homework as there are a few that are just rip offs.
Otherwise all you can really try is disassembling the housing and mounting tthe drive internally to a pc, or installing it into another external housing or dock and trying that.

If it's a port powered drive, then try a USB Y-cable. Sometimes a single 500mA USB 2.0 port cannot provide enough power to spin up the drive.

Alternatively the drive may be affected by stiction (heads stuck to platters), or it may have a seized spindle motor.
