is 5400rpm WD caviar green 2tb faster than 7200rpm seagate baracuda 2tb?

i'm going to buy a hhd for my new rig and i red these tow reviews:

so way 5400rpm hard is faster than 7200 one?

The WD Caviar Green is slower than the Seagate Barracuda.

WD Caviar Green is better for storage, due to low power consumption, where speeds don't have any noticeable impact. For an OS drive, though, the Barracuda is the one you should pick.

The 'speed' difference between those two drives, according to those reviews, are so close as to be totally irrelevant.

and this is where strange part comes in . why they are so close? why 7200rpm baracuda is not faster?

"The Caviar Green range is designed to save power, so has a lower spindle speed of just 5,400rpm, compared to the normal 7,200rpm of a normal desktop disk. Western Digital has implemented caching algorithms designed to mitigate the performance reduction that results from this."

What worries me isn't the speed itself, it's the time that it takes for the WD one to speed up, considering it also slows down when it's idle.
