problem wth shutdown

sounds like you have a document open on anyone of the users, I would log in to all users and ensure everything has been closed and saved.
Otherwise you can just force it and you will lose anything not saved, as soon as all files have been saved (your user account AND all the others) before restarting or shutdown it will not come up with "are you sure? you could lose any un saved data".
