I am curious about this since Rome II Total War was (appearantly) badly optimized and i wish to know what they mean with that

The recommend spec is not that high, what your computer spec?

AMD A10-5800K @ 4,4GHz
MSI Radeon HD 7870 2GB OC Twin Frozr III
Cooler Master B700
Cooler Master K380
8GB RAM
ASRock FM2A85X Extreme4-M

But i don't have any trouble running it, just i would like to know what this 'optimization' is?

I think the answer you're looking for is how efficiently the game is at displaying or rendering the graphics. Sometimes this can make a game run poorly on machines that run other(more graphic intense) games fine.

What you describe "badly optimized" just means the game doesn't use the cpu, video card, and/or memory as well as it should.
"game optimization" is basically making the game run faster and/or better. Some game makers release 'patches' that fix the game aka game optimizations. Sometimes it can mean simplified graphics (less details) to make a game run faster.
