I can NOT get the right frequency for q9550....CPU Z wrong ?

I have an Intel q9550 processor and a P5Q Deluxe motherboard, Corsair DDR2 at 1066.
CPU Z (latest version) does not give me the right frequency but only 2.0 Ghz instead of 2.8.
I have disabled:
C1E
Intel speedstep
Intel Virtualization Tech
C1/C3
Max CPUID Value limit
and in the Windows 7 I have set Maximum Performance in power settings!
In my BIOS I get Ratio Actual Value : 6 (instead of 8.5)
I tried to manual overclock it and set it to 8.5 BUT still nothing!
What else can I do?

I have done that. CPU -Z open with...Photoshop, Rendering, Games in Windows mode and Prime 95 and still nothing! Stuck at multiplier 6 nad 2 Ghz! I am trying to change manually the multiplier and still does not do it! (with C1e and speedstep disabled)
I forgot to say that One month ago it was ok!!! I had the frequency at 2.8 and these 2 weeks just droped in 2.
 
multiplier in the BIOS should be 8 and then .5

..................... reset cmos. reboot. run cpu-z and apps. what happens?

if it still doesn't work you'll need to reset manually........after making changes...... the hit F10 and then ENTER to save settings. machine will reboot on it's own.

First I want to thank you for the response!
Look what I did:
-Unplug power cord (1hour)
-Unplug PSU cord from MB(1hour)
-I grounded Chasis to absorb static electricity
-Reset CMOS
SET CLOCK/Date in BIOS
Boot….RUN APS etc NOTHING CHANGE
Then DISABLE C1E and Speedstep
Boot…RUN APS etc.NOTHING CHANGE
Then I put 8 in multiplier
Boot….NOTHING CHANGE and still Ratio actual value:6 in BIOS
BIOS is saving the changes I make but it does not change the Ratio Actual value!!!

Just in case I have bought a CR2032 battery for BIOS.
And I will reinstall ZALMAN fan with thermal paste.
I don’t know what else to do? What is going on?
Why my processor “deny” to have the stack frequency? (2.8Ghz)
Why I can not manually change multiplier? Meaning I can not Overclock at all!

(P.s. ASUS P5Q Deluxe manual supports my processor without flashing)
(P.s. windows power settings always at Maximum Performance)
 
changing the battery is a good idea. ( I would set power settings to whatever normal was. don't even try an over clock until resolved. all BIOS settings to normal. the cmos jump should have set that.

the multiplier. there are 2 in my BIOS. one for the "8" and one for the ".5". ( gigabyte )

Hello again! I was out of Athens these days and couldnt respond.
Well I changed the battery on MB and still no change. will all bios setting to default,Clock ratio remains 6 and not 8.5..after Heavy LOAD too!
Then I changed C1E and speedstep to disabled again and no change.
I have try again to overclock manyally at 8 but I am afraid the clock ratio will remain at 6 again.
Maybe we can see some other change in bios, I dont know.
I just remind you my specs:
Q9550
A5Q deluxe MB
Corsair 2x2 at 1066 ddr2
GTX295
PSU 850W
I also remind you that this PC ran perfectly for 4,5 YEARS!! So its not a matter of setup BUT something changed and I can find it what it is! Why the clock ration Does not change..
If you have something else in mind please tell me....thank you!

p.s I forgot to say that all my browsers are running slow too!! Firefox and IE and I have done any clear (cache, addons, services, msconfig, check
for viruses malware and so on) and still slow.
So I believe its a CPU multiplier matter.
