Well last time they don't even give specific launch date for shadow play. Personally i think we can count on the 28th release date. Nvidia even showing working softwares during the event at montreal last week. They demoed shadow play running splinter cell blacklist and stream the gameplay directly on twitch. It seems that twitch will be integrated to GFE together with shadowplay.
 
maybe. nvidia only mention you need at least GTX650 on the dekstop side but some of GT640 also kepler based but it seems it might not work with shadow play. no mention of mobile gpu. but if shadow play follow the requirement of shield streaming then the lowest mobile gpu supported will be GTX660m
