Picking up a GTX 770 SC w/ACX . I have a Cool master 650W PSU Extreme currently, can I handle the power output or what would you guys recommend. Also I will be doing some hefty overclocking, GPU and CPU.

Is it "Cool Master" or "CoolerMaster"? If it is the latter, it is from a family of near junk, such as http://www.hardwaresecrets.com/article/Cooler-Master-eXtreme-Power-Plus-600-W-Power-Supply-Review/1034/1 . If the former, it is probably a counterfeit of the afore mentioned near-junk, and probably IS junk.
I would replace it with a quality unit, preferably made by Seasonic (e.g. their own, XFX, some Antec, some PC Power & Cooling).

Edit: 650W would indeed be sufficient. What you have is probably capable of no more than 500W, and even that may not be clean.
