Connecting to my Public IP

Ok so I am trying to set up a radio station on my home PC (for the internet) I have done everything I can think of, I am using Icecast to set up the server and edcast plugin for winamp to stream my music and myself I have forwarded the port 8000 on my local ip and public ips when I try to access from the local I have no probelm but when I try to connect on the public Ip it will not connect it says that there is nothing there I am stuck and do not know where to go from here thank you all in advance
 
Solution
It's entirely possible that your provider, in an attempt to prevent exactly what you are doing (setting up a publicly accessible server on a residential account), is blocking inbound connections of that type.

well I just spoke with my ISP and it seems that it is open and everything but my brother is telling that it brings up the page but the music does not load for listening, so I am in mexico and he is in the US I dont know if the distance has anything to do with it I have a 20Mbs upload speed but the server app is only providing me with 79kbs and I am extremely nervious about passing my public IP out has any one ever set up a radio station before or anything similiar???
