My PC freezes every time I turn it on.

Everytime I turn on my PC, it freezes and I have to reset it in order to get to the OS.I brought it to a service and they told me that the weak power supply causes it.They changed it.However, the issue still occurs.Any idea what the problem might be?Thank you.
 
if the curser is sitting there on a blank screen blinking or sitting after post info...try running hd tunes to check your hard drive. if the hard drive controler or sata chipset is going bad your rig will hang. if your rig is a few years old check the cmos battery. a weak battery can cause the mb to lose it settings and hang. the last would be bad ram or a bad part on the mb. look for leaking caps on the motherboard. run memtest86 overnight on your ram.

CPU:Intel Core 2 Duo E8400 3.00 GHz.
Video:Nvidia 8800 GT 515 MB RAM.
GPU:4,00 GB (3,25 usable)
HDD:1.Hitachi HDP725032GLA360 ATA Device. 300 GB.
2.HDS721050CLA362 ATA Device. 465 GB.

After a reboot, the PC usually starts working, but sometimes I have to reboot several times in order to be able to proceed to the OS.This issue has been appearing ever since I bought the PC. I hope you can help me.
