Dell 610 battery led's not lighting up, computer wont start

i have a Dell 610 laptop, with power cord connected the battery charging light is on, i push power button all 3 led lights by power button come on for couple of seconds and then shuts off! i have tried all the removing battery and power cord stuff but doesnt help,also i can disconnect power cord and try to power up and it does same thing , so i asume its charging the battery, but i push the test button on battery and get none of the 5 led's lighting up! anyone have any ideas whats going on here??
 
the power brick or cable is broken...i seen bricks fail where they dont output the right voltage and the laptop wont turn on. check the power pin on the laptop if it broken or lose a laptop wont turn on. if it looks fine use a volt meter read the voltage output of the brick or try a new one.

ok checked brick, says should be 19.5v and its checking at 18.88v, i suppose that is working good enough? but see i can unhook power cord and it trys to start up on battery alone just like it does with power hooked up!

no thats what im saying is it still wont start up with ac brick, it just comes on for a second and shuts off, but if i unhook power brick and using just battery it does the same thing it comes on for a second then shuts off, but the battery seems to be charged up cause trys to start up on battery alone!
