Display won't go back to the right orientation with a restart. Try loging in Safe Mode with F8 and see if the keyboard combination or Control Panel setting solves the display orientation.
Keyboard:
Ctrl + Alt + up arrow key or down arrow key. Doesn't work for every computer... it depends on the graphics card being used.
Control Panel settings:
Right click on the Desktop > Screen Resolution > Orientation
