Looking at CPU Upgrade or to move up to a newer motherboard/cpu combo

I am heavily into gaming, my rig has been showing its age and after starcraft 2 was optimized, its been having trouble running it at any decent fps even on the lowest settings. (during gameplay an average of 7-15) I decided do upgrade fromy my old gpu of an amd Hd 5400 series to a HD 7790. The problem has been that even with the jump in cards, the performance hasnt noticibly gone up as I was expecting. after reinstalling drivers and doing some research to figure out why, im at the conclusion its time to upgrade more of the rig, the cpu is my first target and I am trying to decide if its worth the money to upgrade to the highest i can for the mobo, or to just buy a new combo all together.

My current rig specs are as follows:

Radeon Hd 7790
Amd athlon II x4 635 2.9 ghz
Gigabyte GA-770TA-UD3
8GB (4x2) ram
Xion 700w psu

tldr: are my frame rate drops in sc2 because of to much of a cpu bottleneck?

if I was to upgrade, would this cpu be worthwhile?

or better off throwing a bit more at it and getting a whole new mobo/cpu combo

graduating college in six months and thinking about a whole new build but unsure of my financial future. I do know that I need something to hold me over in the short term as im a game design student and do a bit of 3d work and game engine stuff.

What is your budget? My suggestion would be to dump the AM3 since it is outdated already and upgrade your motherboard and your CPU combo, since that 2.9 GHz is probably limiting your system. What speed in your ram running at? 1333 Mhz, 1600 Mhz, 1866 Mhz?

The budget im looking at is somewhere in the ballpark of 200 but willing to go to 300 if a combo is well worth the upgrade. I dont know much about ram but i grabbed cpu-z and the dram frequency is saying 535.7 so *2 = 1074mhz sound right?

The ram sticks themselves says 1333mhz and 9-9-9-24. for some reason when i look up the timings its been defaulted to 7-7-7-20, which sounds like its lower than it should be for the ram. might need to adjust that.

This would be my full suggestion since you are getting a new processor & motherboard you will have to upgrade your RAM as well (1333 MHz could have been your bottleneck as well). Your computer should run a lot smoother like this.

Thank you for the suggestion, really helpful. I hadnt thought that the memory could actually bottleneck the process like that, had always assumed it was only if you didnt have enough ram, not the speed of the ram. Learned something new.
