The legitimate vbc.exe is a file associated with Visual Studio/Visual Basic. The file is usually found in a sub-folder within C:\Windows\Microsoft.NET. If you find it anywhere else it could be a virus, trojan, worm, or spyware. That would certainly cause your PC to run slower than usual.
