remember 280x isnt a new card. its just rebranded, so id deffinatly go with the matrix now, but might be better if you tell us your other specs (even if just planned) so we may suggest you better bang for buck

The choices should be between the Matrix and Asus's offering of the 280X. In line with that, I'd go with Asus 280X simply because it'd be almost the same BUT you have additional features waiting for those will choose these newer cards, even if "rebadge" is written (partly) all over it.
By the way there's a vid on YouTube showing how quiet Asus's 280X is compared to the MSI, and it is a tiny bit better than reference, too.

I'm not sure about online or local prices but I am sure Asus just added $10 more to the reference card to make it more or less $309 bucks compared to the reference $299. If the difference is huge, then it's not that worth it. But for ten bucks it is.
MSI is by no means a bad choice but Asus overshadowed all custom versions of the 280X, including XFX's offering (and probably PowerColor's, too) and lacking only a bit on Sapphire's Toxic.

The 280X and 7970 Ghz are the same card, only difference is a clock-speed adjustment to my knowledge. I would go for the Matrix, its a better cooler on the same chip.
