First thing I would do is try a different vga /dvi / hdmi cable, its the cheapest part of the equation and some times they go bad.

The GPU might be overheating. Download MSI afterburner, its a free program that you can use to monitor the video card temp. If the gpu is getting into the 80c-90c range, you might need to check your fans or just clean the dust and stuff out of the PC.

You might want to test with a different monitor. This issue can also be caused by a faulty power inverter in the monitor.

Are you running SLI/Crossfire? When I play BF4 with SLI on I flicker constantly, however, without it on I don't. The only problem with that is BF4 runs a hell of a lot smoother in SLI lol. Also, check your refresh rate and enable VSync. Some monitors will do this if you are trying to run on a frequency your monitor is not designed for or when you turn off VSync to try to push the extra FPS.. Or overclocking you GPU... many solutions may be available as with most computer issues.
