Fans Are loud

Okay so i got a handmade pc from ebay the guy has great responses, but the front fan from case wasn't spinning and it didn't had reset button.I've never built a pc before so i just connected it to sysfan 2 (cause it was the only one which that had 3 pins or whatever it is called) and i also connected it to the psu.When i launched borderlands 2 fan's rpm was huge it was really fast and too loud even though everything is like 60 degrees celcius(except the hardrive) and it's seems to be too loud when i am not doing anything too and cpu is around 22, what should i do?Should i get my money back or is it possible to fix it?

If you have the fan connected to a 3-pin connector on the motherboard, you shouldn't need to connect it the PSU directly. The 3-pin connector will provide power and allow the OS or BIOS to control the speed of the fan. Connecting the fan to the PSU in addition to the 3-pin connector could (I'm not 100% certain, having not done it before, but it stands to reason) cause the fan to run at maximum speed which would be very loud and is unnecessary. I would try disconnecting the fan from the PSU (leave it plugged into the 3-pin connector) and see if that fixes your issue; worst case, you can always reconnect it if the fan stops working or isn't cooling your system enough.
