Is my monitor bad?

I have a ASUS VS238H-P the monitor is perfect and all except for the fact when I start playing games and watching videos. The Issue is similar to what takes place in the first 30 secs of this video.

I'm really fed up with this issue as it is ruining my gaming experience especially when playing story driven games as the flicker is really hard to ignore. I have tried switching DVI cables but unfortunately that did not fix the problem. Is my monitor really faulty?

Are you running your monitor through integrated graphics or a video card? If you're using a video card, is it possible that the video card is causing the issue? Let us know what kind of video card you're using. Also, if you can, try the monitor on a different computer and see if you get the same problem. If you do, then it's probably the monitor.

I have a Sapphire 7950 it's like a month old. There's a possibility it might be my GPU or my monitor it's between those two. I'll attempt to test on a different computer.
