Issues with Crossfire Setup

Here is my system:
Windows 7
Intel i5-3570k @ 4.4 GHz
Asrock Z77 Extreme 4 Mortherboard
Corsair Vengeance 16GB (2x8GB) DDR3 1600 MHz
Gigabyte AMD Radeon HD 7970 OC
VisionTek AMD Radeon HD 7970

I am trying to Crossfire the card listed above, but I'm experiencing some unusual behavior that I'm not sure it should be doing. I have tried both the latest beta and stable drivers (13.11 Beta 1 & 13.9) with the same effect. My main concern is with GPU-Z. It shows the main card idles correctly. The load is 0% and the Core/Memory clocks are 300/150 MHz respectively. However, the second card sits constantly at 1000/1365 and the load isn't there. I will include screenshots.

I've tried switching the cards and even different combinations of multiple Crossfire connectors and it still does this.
 
Solution
I had the same issue with 7870 XT Tahiti in crossfire, how I resolved the issue was disable CF in the CCC then uninstalling the drivers rebooted. I then installed the drivers, rebooted, then in CCC enabled CF again and rebooted.

After some talking with some people on OCclub there is a problem where some of the files get left behind from old drivers that cause this issue and told me to always disable CF when updating drivers and reboot between. Since receiving this advice I haven’t had any issues.

I think I have solved the problem. Although, I'm still worried that it may not work properly.

I went to the registry and disabled ULPS:

[HKEY_LOCAL_MACHINE\\SYSTEM\\ControlSet001\\Control \\Cl ass\\{4D36E968-E325-11CE-BFC1-08002BE10318}]

and changed "EnableUlps" to 0 in all the folders it was listed. In my case it was 0000 - 0003.

Well I personally have that disabled as well, I use msi afterburner to enforce the option, don't hold me to this but I was told that the registry key will revert back after each driver install I haven't tested the theory.
