Power Supply Issue?

Hello all,
My PSU is a Xion 800W, and i got it 4 years ago. Here's a picture of it: http://www.newegg.com/Product/Product.aspx?Item=N82E16817190023

Recently, I have been hearing "static/electricity" noise coming from the PSU whenever I play games on my pc. After turning my PC on, upon playing games, the noise would come. The noise usually goes away after I let my PC idle for 15 min before playing games (I know it's weird; it's like "warming up" your PC before playing games).

If I just play games right away after I turn my PC on, the noise would show up, and then my PC would suddenly shut down without any warnings and reboots.

So, is this a problem with the PSU? If so, what can I do to fix this problem? If you all could, please recommend me a good but cheap PSU (<$100). I'm using a GTX 460 1GB with an core i5 750; the graphics card driver has been updated.
