Limit bandwith with D-Link DIR615

I have a Dlink DIR615 router. I am renting my house to several tenants. Some of the tenants tend to have overnight downloads, making the speed really slow for the others.

How can I limit the speed of the connection given to him? I want to distribute the speed to everyone evenly. Do I need a software or it could be done on the administration webpage (http://192.168.0.1) of my router?

Just a small amount of tenants. Around 4 in my house. So devices = 8. I connect them via ethernet cables set up by the homemaker. All I did was connecting the lines to the router and connect the modem. I saw there is a QoS thing going on while I was googling. But not sure how it goes. Well as far as alternatives go, I hope that I don't have to invest anything more just to make this happen, not that it's a severe case. I just want a proportionate line among the tenants so it would seem fair. If there is anything I could do in the administrative page?

Edit: Just ran a couple of speedtests. The total download speed is around 30mb average, upload is 1mb. Well, I think it's sufficiently provided. Just that some fellow decides to abuse it and I am not always there to monitor.
