HELP AMD GPU software problems

It seems as though with certain programs that AMD has made presets in Catalyst Control Center for (in this case java.exe and javaw.exe) it will not let the application use high performance mode. I was wondering if their is a manual override to switch from idle clock speeds and high performance clock speeds.

SPECS:
CPU: Pentium D 945
GPU: HD 7950
RAM: 4GB DDR3
PSU: 850w

It's your CPU man, it's a massive bottleneck for your GPU. You should upgrade to an i5. You may need a new motherboard as well

Yeah I'm getting an i5 3570k soon and the Pentium is just a place holder but the problem really is that when I first got this card it dedicated GPU power to my games (in this case minecraft) now it stays at idle and the GPU usage meter stays around 5% and I tried everything to fix it (including formatting my hdd twice and installing the software that the card came with. Also I just got CCC 13.9 last night but it still doesn't help

Java is mainly CPU based, your GPU is barely being used. This maybe the case, download a F2P game like Blacklight and check if the problem is still happening

Well it seems to clock up on skyrim and Bioshock Infinite but still not minecraft and I specifically remember it clocking up on minecraft when I first got the card.
