Well, did you try the Tune Pro software to check the HDD for errors? Since you installed the OS recently, there's a chance that the backup notification may turn up again later. So best check the HDD.
And if it ain't the HDD,do some memory test using softwares like Memtest 86 or the Windows Memory Diagnostic tool at least, just to see if it's the RAM.
Also,to check if it's the GPU,remove the GPU from your system and check it with the onboard graphics.Since,it's not possible with your board,I'd suggest checking the GPU on one of your friend's PC to see if the same problem persists.

If you're so sure it's not your PSU,I doubt it's the problem with your GPU. Did you try to switch on your system after removing the GPU and connecting the monitor directly to your motherboard? I used to have this problem too. So I had to open my case, remove and re-insert my GPU again to make it work,at some point.Atleast,I had to remove the Monitor cable from the GPU and re-connect it. So I'd suggest you check your GPU and try to switch on your system with the GPU removed.

Update: There's a chance that you're having some trouble with your Hard disk too. Maybe your hard disk is not recieving enough power to start working during switching on,and once you restart the system,it gets the power, and boots up.

Heartly sorry for responding late !!

First if all "Thanks for Suggesting your decesions".

Actually I recently brought my PC, Motherboard: Asrock 990 FX Extreme 4. (which does have an on-board Display output like-VGA,DVI,HDMI ) , For Video display you must have use PCI or PCIe cards.

As a gamer I am using XFX HD 7790 2Gb Black Edition, which power supplied via 6 pin from SPU. I reseated it & also my CORSAIR vegeance 8gb 1600 Mhz DDR3 RAM.

I also think so it might be a problem with HARD -DISK. (once it showed like some " back up files , bad secor bla bla).
Please Suggest a good method- how can I check & correct my HARD DISK errors/ Boot up problems (I tried chkdsk /r earlier.)??
How can I make HARD DISK recieving enough power ??.

Once Agian THANKS A LOT for replying . Awaiting for your reply !!

If it asked you to backup, then it might be the Hard disk's problem. So just to make sure, you could try the HD Tune Pro software,by which you could get a clear idea of the health and status of your HDD.So,give it a try,and post the results.

Thanks for replying,

I actually after that installed win7 x64 after that,
That message of backup didn't came.

Now HARD DISK is working fine. May it be a problem with GPU.
What to do?
How to know where the problem exactly lies?

As far as I reckon, his motherboard has no port for connecting a monitor...So....It's not an option.... :)

Thanks for replying guys !!!

Actually While starting it Monitor shows " NO VIDEO INPUT" but CPU runs at its best. Graphics card fans, RAM, Cabinet fans ,CPU- fan ,Led lights etc all running fine even working also fine as all are new.

But after pressing restarting button 2-3 times it monitor get displayed/ gets VIDEO INPUT. Its working best till next start-up. Whole day I playing GTA -IV ( Ballad of gay tony) at "Highest resolution details " without an single issue. But while starting Monitor shows no video input, again I need to restart it 2-3 times.
(I think at first start-up My Monitor doesn't get video signal , After restarting may be it boost up, BIOS is updated 2.3 latest released this last week only. What might be the problem??

My Motherboard has no inbuild video output, must have to use PCI or PCIe cards, so Im using XFX HD 7790 2Gb graphics card.

Dr. Debug shows various/random codes : 00, 2A, CF each time I start system. Im confused , I tried all possible steps.
Actually Dr.Debug code get stucked at diff places each time I start CPU. Plz help !! THANKS in Advance.

Problem could be at the BIOS' device detection during startup. Or could be your monitor's circuit board not responding to video input.

To test if it's your monitor, hook up one of your television sets and see if it has the same problem.

To test if it's your BIOS, flash it back to an older version.

I'd say this: Seeing that you get the video output,I doubt it's your PSU or your HDD.Because if the PSU isn't able to supply the necessary power at the startup, then you'd need to restart again to make that happen.Or if it's your HDD,then it's not working at the first go,but rather,it begins to work after several restarts. So what I'd suggest is,replace the PSU with another one and try to turn the system on.If that fails as well, try using another HDD.Either of these may fix it.I'm not sure if they are the actua problems, but you can give it a try and make sure your PSU and HDD are fine,in which case,we'll be able to narrow down the list again, taking out PSU and HDD out of that list.
Good luck...

I think we both are near to solution as yesterday I saw while starting CPU Motherboard show different random debog codes & graphics card fan slows after 1-3 sex then it rotates. While restarting it again it rotates withuot slowing down & monitor gets displayed simultaneously.

What might be the problem , GPU doest get sufficient power supply??
Initially Graphics card fan slows down after 1-3 secs when CPU get started ,then after its OK. Is it the problem that causing NO VIDEO INPUT ??

My PSU is Corsair VS 650 watt that is more than enough !!!
it brand new , How can it be not working or nor supplying enough poer to GPU only while rest of things are working perfect ??

Give me some idea regarding this ??

Okay,so I guess it's the power supply issue. Like I said, you can confirm it by using another PSU on your system. Did you give that a try?
Update: Well, wait a minute. My friend had the same problem as well.He had the same Corsair 650W PSU. But I guess that was the problem with his....GPU if I guess it right....So,let me confirm it by asking him,and I'll update soon....

His UEFI might have been set to a different PCIe slot, it happen to me after a UEFI flash, and I accidently skipped over the part of what cpu we're talking about.

Thanks of replying !!!

I have put my Graphics card on correct slot, I read the instruction before putting it.

Does My motherboard "ASROCK 990 FX EXTREME 4"
supports XFX HD 7790 2GB ??

My intial video input is set to PCI Express , no problem there i knw .

Let me try with WINDOWS 8 !!!

Um...Your Card should work fine if you have that PCI-E slot on your motherboard.Yours has that and so it's fine. And,if you think it's the OS's problem, like my friend had, give it a try. But I doubt you'd be able to conjure up a solution, since I'm more worried about your PSU. Why don't you try another PSU and post the results? That would've narrowed it down.

Thanks for replying..

Yaa I hvn't checked with PSU change.
mine is 650 watt ...which is new & enough.

Just tell me that the PSU I will check ..need to be same 650 or higher...what will be the minimum for my motherboard.

one of my friend is having 500w.

waiting for reply.

This problem actually is the motherboard it is a royal pain i owned a asrock extreme 3 edition and it had no video output and after a few tests it was a dodgy pci ports as i switched my graphics card with my old one pure boot no issues. 7790 should have no issues booting at all

also flash your bios to the latest version that supports fx 8320

log into bios check it make sure it is revision P1.70 if it is lower then flash it
